The material is made from high strength synthetic fabric, usually polypropylene, that resists UV rays, corrosion, and aging. That means it can hang outside in harsh weather for a long time without falling apart. What makes it different from a solid tarp is the mesh construction. It has tiny openings that let wind and light pass through while still blocking whatever you need to contain or exclude. On a construction site, we use it as a safety fence to keep people out of dangerous zones, or as a debris net on high rise buildings to catch falling tools.
